Car park operator Wilson Parking has passed on the cost of the South Australian Government's car park levy to its customers even though the budget measure is yet to become law.

In a letter to customers, the operator says it now is including the levy as a separate charge on monthly invoices for permanent parkers.

The Government will include its $750 annual charge for each CBD parking space as part of budget-time legislation to go to Parliament soon.

Family First MLC Dennis Hood says his party will join the Liberal Opposition to block the measure in the Legislative Council.

He says that is despite a risk the move could shut down the entire SA budget, including wage payments for public servants.

"We will stand our ground on this bill," he said.

"I don't want to get into hypotheticals but I understand though it will be presented as a separate matter."

The Government has not made clear whether the car parking levy will be part of budget bills or separate legislation.
