Victoria's parliament is now deadlocked but the premier says his government is getting on with business.

The state government succeeded in its bid late on Wednesday to suspend independent MP Geoff Shaw over the misuse of his taxpayer-funded car.

This has left voting numbers in the Victorian parliament deadlocked at 43 members apiece for the government and opposition, though Speaker Christine Fyffe holds the casting vote for the government.

Premier Denis Napthine says this will not impede his government's legislative agenda.

"Last night alone we passed two pieces of legislation ... a significant reform of the fines system and a significant treasury bill," Dr Napthine told the Nine Network on Thursday.

"We're about getting on with the job and governing for all Victorians (and) our great budget has been passed by the parliament."

Dr Napthine also described Mr Shaw's behaviour as "embarrassing for the parliament", and the MP now faced the toughest penalty imposed by the Victorian parliament in more than 100 years.

Along with a suspension for 11 days, Mr Shaw will have to apologise and repay more than $6800.

He will also lose $4246 in parliamentary sitting payments.

If he fails to comply by September 2, he faces expulsion.

"This was a true test of political leadership," Dr Napthine said.

"I said, as leader of the government, that we would come into this parliamentary week, we would seek to pass the budget and fix the issue with Mr Shaw."

"We've passed the budget and we've dealt with Mr Shaw."
