The Queensland budget will be handed down on Tuesday, with the treasurer all but confirming the government will sell assets if it wins the next election.
Tim Nicholls on Monday ruled out the two other choices spruiked to pay down debt; increased taxes and reduced services.
"As a result of the hard work we have done over the past two years we are able to continue to deliver services without having to increase fees, taxes or charges, in contrast to some recent budgets at the federal and state level."
The budget papers will detail that the projected fiscal deficit for 2014/15 will be $2.27 billion, four times higher than estimated in the mid-year budget update in December.
Premier Campbell Newman says two years of job and service cuts have given enough of a buffer to sustain the hit, with the state still on track for a surplus in 2015/16.
Mr Newman has indicated big-ticket spending, namely the $5 billion Brisbane underground bus and train tunnel, can only go ahead if drastic budget action is taken.
Shadow Treasurer Curtis Pitt says the Newman government is holding an asset sales loaded gun to the heads of Queenslanders.
"They say the only choice is to do this," he said.
"They know they are going to be bringing down only what can be described as a horror budget."
