More than 100 jobs will be created in a $119 million coal plant development in Victoria's Latrobe Valley.

The state and federal governments have given Chinese giant Shanghai Electric $25 million to develop a demonstration plant at Loy Yang A power station.

Energy and Resources Minister Russell Northe said the plant would upgrade brown coal in a more efficient way, generating fewer emissions and providing strong export potential.

"Victoria is home to one of the world's largest brown coal reserves and this joint investment will enable the development of new smarter, cleaner and sustainable uses for this important resource," Mr Northe said on Monday.

Federal Industry Minister Ian Macfarlane said the project was one of three funded under the 50:50 state-commonwealth advanced lignite demonstration program.

"This program is designed to accelerate the development of new technologies to drive new industries and make a significant economic contribution to the state," Mr Macfarlane said.

The other two projects already to win funding are Coal Energy Australia's $143 million demonstration plant producing fertiliser, oil and high value coal used in steelmaking, and the Ignite Energy Resources $84.3 million pre-commercial plant producing upgraded coal products and synthetic oil.
