Identity verification rules will increase conveyancing costs, says MLC John Darley (ABC)

Independent MLC John Darley says consumers will face higher costs under the Registrar-General's new identity verification rules.

Changes from this month and affect South Australian conveyancers, lawyers and consumers involved in mortgage and other real estate transactions.

The rules aim to minimise fraud as the industry moves towards electronic conveyancing.

Mr Darley thinks a moratorium should be imposed while the policy is reconsidered.

"I'm concerned about the fact the registrar wants to introduce this 12 months before it's due to go live and I think the brokers in this state are entitled to ask for a moratorium for at least six months if not 12 months," he said.

"We seem to be the guinea pigs ... it hasn't been thought out in its entirety and if you're going to introduce any new system then you want to make sure it's water-tight."
